Despite moderate levels of external debt, the combined impact of a civil conflict, a large fall in oil prices, and high levels of fiscal spending has left South Sudan in debt distress. This crisis has caused payment delays on international obligations, on civil servant salaries, and other government obligations. Moreover, international lines of credit have been restructured on longer maturities, international reserves have declined to near exhaustion, and the country is currently constrained from accessing…
The civil conflict in South Sudan is now entering in its fourth year. Exacerbated by a severe economic crisis, it has resulted in the worst humanitarian situation since independence. The South Sudan Integrated Food Security Phase Classification (IPC) technical working group has estimated that at the height of the 2017 lean season almost 5.5 million people will be severely food insecure: this is one of the worst humanitarian crises that the international community has had…
After the war broke out again in the border areas between the Sudans, a trading pattern known earlier as the “peace markets” reemerged. In contrast to previous attempts to use trade to reduce tensions, such markets are now banned by the government of Sudan with severe penalties for perpetrators. We studied this phenomenon using information obtained from within the war zones and found that, although the high profit from such trading is a key motive,…

This economy profile presents the World Bank Doing Business indicators for South Sudan. To allow useful comparison, it also provides data for other selected economies (comparator economies) for each indicator. Doing Business 2017 is the 14th in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. Economies are ranked on their ease of doing business; for 2016 South Sudan ranks 187. Doing Business sheds light on how…
This briefing paper recommends a rethink in the way that aid actors approach questions of recovery and livelihood. Rather than a simplistic either/ or approach, what is needed is a much more localised and deeper analysis of conflict, inter-communal grievances and inter-communal relations.
As livestock becomes increasingly recognized for its significant contribution to Gross Domestic Product (GDP) and exports, this report investigates the practice of pastoralism in Sudan. The authors delineate migration patterns, rationales, and market strategies, and offer recommendations for policymakers and service providers interacting with communities that practice pastoralism. This study finds: Herders do not follow individual rainfall events nor do they always pursue land with the most feed available. Rather, they exploit cycles of plant growth…
This article recounts how, in the years prior to independence in 2011, returnees successfully assembled land for inhabitation and productive use through autochthonous modes of governance, legitimation and inscription. Link to publication
Drawing on empirical evidence from Yei River County in South Sudan, this paper argues that, rather than a temporary phenomenon, displacement may lead to a drastic reorganisation of land occupation and governance. Such reorganisation may become strongly connected to broader political contention. In the case of Yei, existing legal frameworks and institutions are inadequate to deal with land conflicts resulting from massive displacement and return. Crucially, historical grievances result in the displaced no longer being…
