How might less-informed policy-making lead to social injustice? How do the Government of South Sudan’s budgeting decisions impact the delivery of security, health services, and education at the local level? This study from 2012 analyzes institutional data, including government’s approved budgets, educational enrollments, health conditions and mortality rates, in order to map how social accountability and service delivery efforts relate to policy decisions in South Sudan.

It highlights ten priority areas for action that, in the view of NGOs operating in South Sudan and based on lessons learnt during the CPA interim period, should have been prioritised by donors in the first years after independence of South Sudan for the people of South Sudan. Against the background of the health sector policy processes unfolding after the signing of the Comprehensive Peace Agreement in early 2005 (GoS and SPLM, 2005), this article (2010) assesses the issues at stake and the challenges that have emerged in southern Sudan. This report asserts that the Government of Southern Sudan (GoSS) emerged after the signing of the Comprehensive Peace Agreement (CPA) with an unprecedented amount of revenue, derived from oil, for a young government after a 20 year civil war. GoSS faced the challenge associated with dependence on natural resource revenue/rents along with little financial management or service delivery experience. Download
The purpose of this assessment is to inform the development of an integrated, multi-sectoral program to support the CPA by delivering tangible peace dividends. This will be done through building capacity of state and county governments to effectively engage citizens and address their needs. This report examines Sudan’s considerable history of elections, and asks why, despite the apparent success of 1953, multi-party elections have not so far produced the kind of stable yet dynamic government in Sudan that the secret ballot is intended to encourage. The report argues that failures of government should not be construed as evidence of any fundamental unsuitability of elections to Sudanese circumstances.

The purpose of this paper from 2008 is to present the development of a sustainable, affordable and realistic urban development strategy that can respond to the immediate needs of GOSS, to minimize the lack of an urban structure capable of supporting a comprehensive economic development effort, to provide shelter for IDPs, RRs and rural migrants, and to improve the living condition of the current residents.
