The human tragedy that has occurred in South Sudan since mid-December 2013 has been widely reported. In brief, a political struggle in South Sudan’s dominant political party, the Sudan People’s Liberation Movement, erupted at a party conference on December 15 in the capital of Juba. The struggle immediately turned into a fast-spreading conflict along ethnic lines. Despite two agreed upon ceasefires, large-scale military operations and ethnic killings continue on all sides. This paper is the first in a series of working papers developed by the South Sudan Law Society (SSLS) to stimulate thought on issues of truth, justice and reconciliation in South Sudan’s peace process. This paper proposes the establishment of a hybrid court, called the Special Court for Serious Crimes (SCSC), to prosecute individuals responsible for grave violations of international human rights and humanitarian law that have been committed in South Sudan since December 2013….
This paper offers some further reflections on the topic of reconciliation, following a KOFF organised roundtable to discuss ways in which Swiss actors could support ongoing reconciliation processes in conflict affected South Sudan.

In 2011, southern Sudan witnessed a successful and peaceful referendum, culminating in its secession from the Republic of Sudan and the birth of an independent Republic of South Sudan on 9 July. Despite the relative peace brought by independence, true peace in South Sudan is threatened by armed groups, rebellions and local conflicts; these have led to the deaths of thousands of people since 2005. Incidences of internal violence among local communities are also on…

In mid-2013 – after different reconciliation projects had emerged in South Sudan – Sudd Institute wrote this report on reconciliation. The Sudd Institute suggests that popular sentiment in South Sudan appears to favor a reconciliation process, but questions remain regarding what issues such a process would tackle, how it might be conducted, and who should carry it out. This report addresses these concerns using information and opinions gathered from interviews.
This review (2013) takes a look at three (recent) dynamics important to South Sudan’s process of nation-building: the on-going review of the transitional constitution, national reconciliation effort spearheaded by the Vice President Riek Machar, and the relations with the Republic of Sudan.
