This report asserts that the Government of Southern Sudan (GoSS) emerged after the signing of the Comprehensive Peace Agreement (CPA) with an unprecedented amount of revenue, derived from oil, for a young government after a 20 year civil war. GoSS faced the challenge associated with dependence on natural resource revenue/rents along with little financial management or service delivery experience.
