This discussion paper was written by Nic Cheeseman and Arol Dut for Friedrich-Ebert-Stiftung (FES) South Sudan.
The report explores the extent to which electoral systems are inclusive of women, youth, older persons, persons with disabilities, internally displaced people, refugees, and diaspora communities to enhance democratic transition. The report also found that inclusion enhances democratic values, trust, stability, and long-term political legitimacy in fragile contexts. Finally, the report offers practical, detailed, and context-sensitive considerations for strengthening electoral inclusion nationwide.
