This Briefing Paper explores the state of the Nuer self-defence groups. Focusing on the White Army in Upper Nile and Jonglei, especially its structure and links with other military and political forces, the paper finds that the White Armies operate independently with distinct motivations and objectives, albeit they at times join with other armed forces. The paper provides a nuanced understanding of the White Armies amid the ongoing counter-insurgencies with the South Sudan’s Defence Forces in the country.
