The purpose of this assessment is to inform the development of an integrated, multi-sectoral program to support the CPA by delivering tangible peace dividends. This will be done through building capacity of state and county governments to effectively engage citizens and address their needs. This report (2009) shares the findings and considers the policy implications of the first evidence-based survey of community perceptions on policing in Southern Sudan. The survey data provide a snapshot of security issues across the still fragile social and political landscape of Southern Sudan.

This report examines Sudan’s considerable history of elections, and asks why, despite the apparent success of 1953, multi-party elections have not so far produced the kind of stable yet dynamic government in Sudan that the secret ballot is intended to encourage. The report argues that failures of government should not be construed as evidence of any fundamental unsuitability of elections to Sudanese circumstances.

This report documents findings from interviews with government officials and legislators at the GoSS and state levels. Doing this the report presents views, experiences and expectations of inter-governmental relations. Download

The purpose of this paper from 2008 is to present the development of a sustainable, affordable and realistic urban development strategy that can respond to the immediate needs of GOSS, to minimize the lack of an urban structure capable of supporting a comprehensive economic development effort, to provide shelter for IDPs, RRs and rural migrants, and to improve the living condition of the current residents.
