Based on data from a recent survey, this report concludes that bureaucratic access impediments (BAI)—administrative restrictions which affect humanitarian organizations’ ability to reach people in need—are negatively impacting the humanitarian response in South Sudan and will continue to hinder operations if they are not addressed by all stakeholders and duty bearers. An Inter-Agency Humanitarian Evaluation (IAHE) was conducted in South Sudan in April 2015 under the auspices of the Inter-Agency Standing Committee (IASC) Transformative Agenda for the global reform of humanitarian action in large-scale emergencies.
