April 2018 – “Everyone and Everything Is a Target” The Impact on Children of Attacks on Health Care and Denial of Humanitarian Access in South Sudan was launched in New York on April 23, 2018, and highlights how the targeting of medical facilities and personnel and denial of humanitarian access in 2016 and 2017 has had devastating impacts on children’s health. Based on field research, the report details attacks on medical facilities and personnel and denial of humanitarian access throughout South Sudan and describes how these attacks and denials of access have compounded challenges to children’s health, already exacerbated by over four years of civil war. The report also provides policy recommendations to key stakeholders, including the Government of South Sudan and the Sudan People’s Liberation Army (SPLA), the Sudan People’s Liberation Army-in Opposition (SPLA-IO), humanitarian actors, the UN Security Council, UN Member States, and UN agencies to strengthen children’s right to health care.
