Rethinking Aid in Sudan and South Sudan

Based on consultations with South Sudanese participants and representatives of grassroots organisations and international non-governmental organizations in Kampala, Uganda, this briefing explores the perspectives of national civil society actors on the shifting aid systems. The briefing found a significant, but under-recognised resilience of grassroots and community-based humanitarian responses stemming from mobilization of socio-cultural support systems, diaspora networks, and digital platforms in remotest areas, and highlighted that the current shift is likely to worsen famine conditions, accelerate the collapse of fragile health systems, and increase displacement, among others. To manage the current aid reduction effectively, the briefing provides a set of recommendations including working with national actors to plan for conflict-sensitive withdrawals and to communicate clearly and face changes in ways that preserve dignity and hard-won gains.
