Beyond Rhetoric – Feminist Leadership for a Transformative Women, Peace and Security Agenda at 25

This report was written by Abigael Baldoumas, Anila Noor, Duncan Knox, Fionna Smyth, Helen Kezie-Nwoha, and Maria Alabdeh, as part of the Hands Off Our Spaces Campaign.

Using the case studies of four countries, including South Sudan, the report discusses the progress of the Women, Peace, and Security (WPS) agenda against the backdrop of its 25-year anniversary. The report reveals that despite women’s key role in peacebuilding, such as leading on ceasefire and humanitarian aid in South Sudan, their role is hampered by inadequate funding, political backlash, and the failure of global community to meaningfully harness women’s contributions to the peace process. The report outlines the need to provide funding and foster political will to address the root causes of violence against women, including militarism, patriarchy, colonial legacies and systemic inequality.
