Seen But Not Heard: Community voices on peacekeeping in CAR, DRC, Mali and South Sudan

This analysis paper explores the experiences and perceptions of affected communities on the protection of civilians, the role of the peacekeeping operations, and other security protection structures in four countries, including South Sudan. The report found that despite the presence of peacekeeping operations, the affected populations continue to face threats due to the missions’ limited resources, broad mandates, a disparity between populations’ expectations and reality, and an increasing level of distrust. The report shares messages from the affected populations and provides recommendations on how to enhance the protection of civilians.
